Minutes of the 45th Meeting of the Region EAME Cableski Council

Held in Noeux les Mines, France on 15th March, 2002

Marie-Anne welcomed everybody especially Joulia as it was her first full meeting. Marie-Anne confirmed that Cable were the second division (Tournament being the first) to have a Skiers Representative on the Council and she believed that the AdminCom were thinking of having a Skiers Representative meeting in Nice when all the Councils meet at the same time.

 

Marie-Anne confirmed the apologies from Jean-Yves and advised that he would be arriving early evening  in time for the seminar.

 

It was agreed that everybody due to talk at the Seminar should be asked to speak as slow as possible as people attending the seminar were coming from many different countries. It should be said at the beginning of the Seminar that if anybody did not understand anything being said they should ask and somebody would try and translate.

 

 

Minutes

 

In future it was agreed that the minutes should be circulated to all members of the Council for approval before being distributed by EAME office.

 

Discussion regarding the rare accidents that occur in the Sport and inclusion in the minutes. It was agreed that  “recommendations” could be raised to increase the safety after being advised of any incidents.

 

Amendments to Minutes of 44th meeting were:

 

At the end of first paragragh on Page 1 EAME should be moved to beginning of next paragraph so that it reads”EAME meetings this year….

 

On page 2 it should read that Joulia had been advised not to attend  by Belorussian Team Captain not German.

 

There being no further changes the minutes were duly approved and signed by Marie-Anne and Nicky.

 

 

Seminar 2002

 

It was agreed to slightly delay the “start time” as many people including members of the Council had had difficulty finding venue.

 

It was agreed after welcoming address that the promotional video be shown and everybody at seminar receive a free copy with further copies available to be bought.

 

Everybody was to be asked what their interests were so that everything could be covered over the weekend and be advised that it would be possible to take exams if they wished.

 

If the weather permitted “Technical Officer” session would be held outside at the ski dock .

 

Trick shorthand at present can be how the persons wish but people at Seminar to be asked if new officials should be taught one type of Shorthand to make the Calculators job easier.

 

There should be a discussion regarding the “Trick” event  so that everybody can pass on their views as many people have very differing ideas on how the discipline should go forward.

 

At end of Seminar people requested to advise if there were any points arising from discussions that they wish Council to talk about further and also any points that they would like covered in next year’s Seminar.

 

 

 

Seminar 2003

 

Maoz on behalf of Israeli Federation advised that they would be pleased to host Seminar 2003 in a location 3 km from Tel Aviv where the Cableski site would be open. He believed that between 15 – 20 Israeli Officals would attend and it would be possible to encourage the skiers to attend to hold a Training Camp at the same time.

 

Obviously all this depended on the “political situation” at the time. Members of the Council would all be happy to travel to Israel but they were not sure how other people would feel and was dependent on their local government’s advice.

 

Various other locations were discussed such as Austria, Czech Republic , Great Britain and Germany but at the moment no bids had been received from these countries.

 

Peter Mach advised that if it was not possible for Israel to host  the seminar it probably would be possible to organise it somewhere in Slovakia.

 

 

 

Homologation Photographs

 

It was agreed that if possible it would be nice if photos could be taken to assist Homologators in their job which would be able to demonstrate things to look out, for such as “dangerous/unfit handles”

 

 

Skiers Representative

 

Although all skiers advised that they would be made very welcome at the  Seminar it was disappointing that only Joulia was attending.

 

There is due to be a Skiers meeting held at Worlds in Alfsee and there the skiers should be asked who they wish to represent their views

 

 

Worlds

 

The first bulletion should be out soon with Official Training on Friday and competition on Saturday and Sunday. It was hoped that the “Worlds” would have a separate web page with a link to and from German web page. Draft copy of bulletin shown and request for Cable to be changed to “Cableski” to help promotion.

 

Entry fee would be 200SFR, with accommodation in a newly built youth hostel at a cost of between 27.10 and 19.10 euros per night which would include food  although a deposit would be requested from each team towards possible damage costs.

 

Axel Torbecke would in charge of unofficial training.

 

It was confirmed that drug testing would take place at Worlds but the numbers had yet to be confirmed. A list of drugs not allowed to be taken is on web pages so if a skier consults a doctor who is not sure they should check the list.The skier should also request a letter from the doctor confirming the drugs that have been prescribed so that it can be shown if needed to drug testers on the day.

 

Letter from Graziano discussed announcing Worlds before Contract signed which caused a few problems.

 

Much publicity will be needed in non-European countries i.e USA, Canada, Australia etc to ensure as many countries as possible take part.

EAME Junior & Dauphin Championships

 

Confirmed date of 2-4th August, 2002 in Havirov, Czech Republic. First Bulletin will be issued shortly.

Grateful thanks to Laco Nemes and Peter Mach for working with Havirov to take over the organisation of the Juniors and Dauphins in such a short notice.

 

Franz Kuhn will be dealing with the Obligations for this Championships and will get them signed during the Tournament Seminar weekend in Prague next week.

 

 

Other Competitions

 

Apologies from Princes for cancelling 4 event competition originally scheduled for June, 2002 due to organisational problems but they hope to be able to stage a competition in 2003.

 

France are hoping to hold a 4 event competition in Rouffiac on 22/23rd June, 2002.

 

Austria are also hoping to host an event but at the moment it is scheduled for the same weekend as EAME Juniors and German Nationals so they will request the owner of the site to move it to a new date of 16/17 August, 2002 if possible.

 

Holland are also hoping to hold an event but at the moment date and venue not confirmed.

 

The “Special” Congress now will not be held in Orlando but in Nice on third weekend of September so

Rene Hoffman in Orlando , USA will also be contacted to may be change date as felt so close to Worlds that many people may not travel. However, it may suit Australians and of course Americans and Canadians so for the first event not attracting too many skiers may be a good idea.

 

 

ECT

 

The future of ECT should be discussed at Seminar but if was felt that there should be a minimum of

4 events and that they would all be treated equally..

 

 

Officials Panels

 

Draft list of Panels was drawn up and would be posted at Seminar so that officials could fill any gaps and also judges that had applied for events that the date had now changed be able to confirm they were still happy to officiate.

 

Juergen Pitz to try and find suitable judges from other two regions to work at World Championships.

 

 

Exams

 

It will definitely be possible for exams to be taken at both Worlds and EAME Junior & Dauphins but when calendar finalised hopefully more venues will be available. However, it was agreed that more than two candidates at a time for Calculator, Homologator and Technical Officer was difficult to handle.

 

 

Tecbnical

 

There are to be no changes to the rules for 2002 season and rule changes will only be every two years unless something very urgent

 

Three new tricks to be added to list – Wake Flip 5 front, Wake Flip 5 back and Wake Flip Half Twist Front. Wake Flip 5 front and back must be done hand to hand with only 180 wrap before not more.

 

Long discussion followed regarding Trick event with Joulia’s input very important and further discussion to take place at Seminar.

-          Proposal to limit number of tricks so that each trick has more time to be performed. Joulia was concerned about toe-hold  tricks. At moment Juergen Pitz worried that each skier is not receiving the exactly the same amount of time. Allowing more time would solve this issue.

-          Numbering of tricks and groups to be taken out.

-          Reverse rule should remain because it would be very difficult for a judge to remember exactly which direction trick was performed if reverse could be done any time.

-          If number of runs limited to one pass in preliminary and two passes in Finals then the skiers will have to re-write their runs.

 

Long ramp now allowed up to 6.8(previously 6.7) but markings do not need to change. Juergen Pitz will talk to Bob Corson because at moment Cable has 60cm under water as the minimum where as Tournament only require 50cm. The Cableski Council would like to know on what basis Tournament switched from 60 to 50 cm.

 

Marie-Anne will be in charge of any EAME Additional Rules amendments.

 

Juergen Pauen will write new Homologation rules and dossier.

 

 

World Matters

 

Hopefully things are beginning to move in USA Scherm Schraft is trying to set up a Council. They are hoping to run another competition in USA next season and then after that every two years so it becomes a reqular competition.

 

Nicky to provide Juergen Pitz with Gery Russell’s address ( manufacturer of sites in China) so that he can organise to go over and see the new rigs.

 

 

Any Other Business

 

Germans asked permission to move their Nationals from blocked weekend of 27/27 July to 3 / 4 August although they are aware it now clashes with EAME Junior and Dauphins. Permission given.

 

Letter received from German Federation requesting that the number of “specialists” allowed to enter World and EAME Championships be reversed back to allow top 8 men and women in all three disciplines. Further discussion took place and it was agreed at the present time to stay with top four from Standing List plus World Record holder and World Champion as it was felt for promotion of the sport is was not good to have one country dominating all three medal winning positions however, it was agreed that further discussion should take place and all views taken into consideration.

 

Slovakian Federation were still very concerned at the large Sanction Fee that Cable was being asked to pay to IWSF to host World Championships. This point would be taken to AdminCom Meeting by Marie-Anne. Nicky would try and request some clubs in Great Britain to analyse out how much money they lose by shutting the site down to the public so that a major event can be staged. It is to be remembered that the site can be closed to public skiers for up to 4 days – Thursday for homologation, Friday – Official Training and the actual competition Saturday and Sunday.

 

Concern expressed that Cable Wakeboard Seminar bulletin advised that it is only open to Judges of a certain level but it was thought that one of the reasons for holding seminars was to encourage more people to take part and for people only just beginning to officiate the opportunity to improve and meet more experienced  officials.

 

Letter received from Mikhail Padaliak covering many subjects and this would be further discussed at Seminar when everybody would get a chance to comment. This letter zill also be put on hte web, so that more people can read and comment on the proposals.

 

Point 1)It was felt that his idea of a video and written description would be very difficult to achieve but Joulia would see if it was possible for some of the tricks be recorded so that they could be “viewed”. But whereas in Tournament you can mount a camera on the boat is would be not easy to be able to film easily tricks on a cable.

 

Point 2) Number of Specialists had already been discussed.

 

Point 3) It was agreed that no “minimum” qualification be set for Worlds as we wanted as many people from as many different countries to enter.

 

Point 4) If there is a tied score for 10th place the Chief Judge can decide if he wishes 9 or 11 to go into Finals as it was decided Cable ski-ing was exciting enough and did not need a run-off.

 

Point 5) Believed that ratings rule should stay the way it is.

 

Point 6) The proposal from EAME was that the final should be the last full pass all the competitors in the Finals skied. Whether only four rounds allowed still under discussion but  depending on weather conditions felt not to be workable.

 

Point 7) Tournament’s Riding over buoy rule felt not necessary in Cable.

 

Point 8) Regarding Trick rules where we confirmed that there will be no changes before World Championships. The new tricks have already been added and if trick “codes” are to be changed then it will cost money to change Emmanuel Lions’s computer programme.

 

 

Future Meetings

 

If necessary there would probably be an informal EAME meeting at the Worlds as it was believed that all Council members would be there anyway but there will definitely be a World Meeting in Alfsee

 

Next official meeting of EAME Cableski Council will be 8/9 November in Nice starting on Friday getting together for lunch at about 12 noon and the meeting starting at 2pm.

 

At the AdminCom meeting scheduled to be held on 20/21 April, 2002 they will decide whether a Skiers Representative meeting should be held.
